Password protection using htaccess

Hi,

I am trying to protect 2 folders on my vBulletin forum but I want to put the .htpasswd and .htaccess files outside the root folder.

/.htaccess
/.htpasswd

So it protects these two folders but I cannot get it working for some reason unless I add the .htaccess into the folder I wont to protect.

/root/admincp/
/root/modcp/

Any idea what I am doing wrong?
