Banner Rotation System

I've searched under a number of terms but just can't find one.

All I'm after is something that allows the insertion of different advertising banners into different catagories of the forum, that then allow you to add a URL so when a user clicks on the banner they are taken to the URL.

Sounds crazy, but strangely I was unable to find a mod that can do this.

Banner rotater looked good until I realised you can't add a URL to the banner ??

I would settle for the above functionality but if it also had:

Stats that the advertiser could view
Weighting for specific banners to appear in rotation more than others.
Ability to upload flash banners

and so forth that would be great but just a basic banner addon that allows you to display different banners based on the catagories would be great.
