Read the rules yet?

Is there a hack that will alert users they to read the a specific thread before they can post a thread in a specific forum? For example on my forum I have a classifieds section setup, but sometimes we get a forum member who doesn't post in the proper set format. Can I make my members be alerted that they must read the forum guidelines and have a link to the guidelines before they can post their thread in the classifieds section?
