Signature Size Limits

I know that if you go into AdminCP>Usergroups>Usergroup Manager you can set the limit of the signature upload size but if users type in [ img ]http://www.photo.com/mysig.jpg[ /img ] they can get round the limit I have set.

Does anyone know how to stop the users from using signatures bigger than what you want?
