no links or sigs until x amount of posts

i dont know if there is a mod for this or not but anyway to make a mod where people cant post any links until they have a certain amount of posts on the forum - also no sigs until they reach they reach x amount of posts or have been on the board for x amount of days - i think i've seen it used else where and i've searched for it but cant seem to find anything
