Adsense below navbar to certain usergroups/forums

Hello Everyone,

Can anyone suggest a mod that will allow me to place my 728 x 90 adsense banner in certain usergroups (for example everyone but paid subscribers and moderators) and forums? Please see the attached image. I think this is the welcome message area?
