i have seen couple of forums with this feature as same as digg. where users click a "digg" button in the thread and then depending on popularity that thread is displayed in the navbar. is there a mod available?

there's quite a few i think. Do a search for Digg and that'll bring them up.

hi man, the ones i have previously installed and searched for now are related to the digg site. i want something like nuratings i believe. but here i found a previous discussion on this.
