Why would a user designated with basic moderator privileges in any forum, who has also had the "BAN" option checked ON for that forum, not be able to see the MOD link at the bottom of the screen, in order to be able to ban a person, in this case spammers?

A moderator doesn't have the ModCP it's only for Admins/Super Mod
A Moderators job is to look after the forums and make sure the basic jobs are monitored, like forum threads are ok, close, move, remove etc.... If you want to give them the ability to see the modcp then they need Min Super mod access |

Verify the usergroup permissions are not overriding the forum moderator permissions.
