Just learn (x)html/css and a little bit of javascript, and by "learn" I don't mean learn to use WYSIWYG editors - I mean learn to code it manually, then it will be easy for you to figure out how to edit vbulletin styles.

No, at least get a programmer's editor. Notepad sucks.
Notepad ++ http://notepad-plus.sourceforge.net/uk/site.htm or jEdit http://www.jedit.org/ Also, you can learn a lot from Dreamweaver by switching back and forth between WYSIWYG view and code view. |

Doesn't matter what you use as long as it isn't WYSIWYG editor. If editor has syntax highlight function - good for you. Use whatever works better for you.
