Or do anything really... My questions is can I condition a certain privilege based on a users post count? if not in the base VB is there a mod that anyone knows about that can be added to give users certain privileges when they reach 1000 posts for example.

Well, you can always use a promotion. Once a user reaches a certain post count, they'll get moved automatically to another group that allows them to change their user title.
