"Sticky" announcement for threads?

Please excuse the terminology, but I am looking for a way to add a header/banner/announcement that shows at the top of every page for a particular thread.

Edited to add: Like in this thread of this forum for example:

I am familiar to some extent with announcements for forums, but here I am wanting something at thread level. Something that will stay visible at the top even if the reader is at the last page of a long thread. Probably something simple (I hope) that I am missing?
