This is how it works on my site:

We currently have a advanced BBcode box installed where we added an extra button called "Insert News Code":

And when you click on the button it adds this to the posting area for you:

See how that code was inserted? Now members can post articles as per our standards and "fill in the blanks" so to speak.

If you'd like a working demo I could set you up with a test account on my current phpbb site that has this feature.
