I have given all permission to a particular Admin, yet she gets limited tools under "Moderation Tool".

But on the forum where she's also Moderator, she has no problem. Shown in this picture:

You can see, she has all the tools on here...

May I know why is this happening despite my giving her all the Administrator Permissions?

Is she in the normal administrator group, or another one? The moderation privledges come with the super moderator selection, not the admincp selection, so it's possible to make an admin group that is not a moderator group.

No she's like the super Admin, who can create forums, can do anything.. just anything.

That doesn't answer my question. Is she in the same usergroup as you and do you have the same problem?

No, I don't have that problem and she's in the same usergroup "Administrator" No. 6
