Can set permission to a group to change Profile

Hi mate..

I need to know, can I give permission to a group so tat they can change the Profile for the other members.... like in my board i am having a rating system whihc will be decided by a GFX Crew Group. They then edit a member's Profile item... And rate them...

can i do this in vB 3.6.5 or i need a mod.. Please help me....
