Problem enabling navbar in registration page

Hello,

May i know how do i enable navbar into registration page?

I have tried inserting $navbar below $header in the register_rules & register templates but it's not working/parsing $navbar.

The code looks like this:

How do i check if i have accidentally removed anything elsewhere that might cause this failure?

Please advise.
