Create a new usergroup that is identical to "Registered Users" and disable attachments for the normal group and setup a promotion to change the primary usergroup from "Registered Users" to the new group on X posts. I personally have "Registered Users" and after 3 posts they are moved into my "Full Registered Users" primary usergroup.
