Lots of content, mention your site where applicable without spamming it, try to encourage a hardcore group of intial posters to buckle down a bit at first to get a bit of conversation going, post your site up for review in various places, try to get yourself a unique feature and/or customise your forum a bit, add the URL to your signature in other forums, paid advertising or link exchange, incentives to post or create threads...etc.
