Sure. Set up a couple of secondary usergroups and put your users into one or the other. Then set up the forum permissions to require membership in one or the other usergroup.

There are some mods you can use to allow the users to place themselves into the usergroups via custom fields in their profile. See, for instance, https://vborg.vbsupport.ru/showthread.php?t=111870
