Yeah I understand it's not practical for them to investigate these matters and take any action. Threads like these are the only defense aside from proper research before hiring. Things like down payments vary between freelancers, but if you can get away with not paying then there is less risk. Only pay once you see something done.

I was referring more to Jelsoft's perspective than my own personal beliefs. I'm basing that on the fact you need a license to access anything of any value on this site, and the user is still a paying customer regardless of their despicable ethics.
