An old issue I know, but I had the same problem and just fixed it.
The problem was that under user settings it was setup to change the size of the avatar to fit the required dimensions. When it does this it loses the animation effect. Change the option to not resize, and then reupload the avatar. |

GD does not support animated images well, ImageMagick does do a slightly better job.

I am having this issue as well. Why can't this resize the gifs and retain the animation like other bulletin software?

GD does not have support for animated avatars, period. If you choose to use ImageMagick then you could.
