How about cretaing a forum with a Rating scale like itrader or like hot or not (idea) in order to rate cars in just that one forum, as soon they place a picture, anyone can rate that vehicle 1-5 etc,,,,or someting in that area,,,,

Just like a trader rating, but in this case a forum just for vehicle ratings... Heres an example below,,,
