I would guess that he used an illegal vBulletin 3.5.4 and then vBulletin contacted him about it, so know he wishes to become legal.

As for the question: Buy a lisense for vBulletin at vBulletin.com and then once your payment has been confirmed you will be able to sign into the 'members' area. You can then download any version you want (3.6.0 is current, but 3.5.4 and 3.5.5 are good options if you need a lot of mods).
