Prepopulate editor when creating new thread/post (how to)?

I am wondering if there is any way to set the default behaviour so that when a user attempts to make a new thread/post (in specified sub-forums) the text editor would be auto/prepopulated with text/BBcode of my speicification?

See below screenshot for 'rough example' of what I mean:

My reason for wanting to do this is that I am trying to encourage users to follow a specific format when posting reviews.
