Do you wish to change this for just one user or a whole usergroup?

for a couple users.

create another Administrator usergroup without the editing posts permissions and put the users in that usergroup.

Not sure if this will solve your problem, but search for the advanced editing options modification.

It has a feature like this in it and on the edit user page in admincp it will let you set who can edit their posts, and it may be just what your looking for
