Dedication scrolling marquee

I found this hack on an arabic forum
Look at the picture below

this hack is simple, a scrolling marquee is placed at the top, where a user can simply click on the "dedicate" and a new window opens, he write down his message and the message appears when the page gets refreshed.

Weird, I can't find it on VB.org

can someone help me?
