Latest posts with Vertical Marquee!

Please can someone develop a scrolling vertical marquee on 3.5.4 with the following mod. I have a requirement for the latest 20 posts but requires too much space. Therefore a scrolling vertical marquee would be perfect.

PLEASE HELP!! I cant believe noone else has had a requirement for this??
