How can I make it so mods/supermods can IP ban?
Is there a way to give mods IP banning privileges without making them a mod? Any help is appreciated. Thanks!

I presume you mean without making them an admin, not a mod.
You can't really do that without some form of modification to the MODCP. |

A modification for 3.0.x will not be compatible with 3.5.x as the code change significantly between versions.
