Reputation Adon

Hey Guys i want this Reputation Adons like this in the Picture. I made this Layout in Paint.

I want Following Features:

-Only Registered Memebers can Add Reps
-Intregrated with User Reputation System
-Only When there is a New Thread Posted
-After deleting a topic, all reputation changes made for posts within that topic disappeared - fixed
-Users with a number of posts below [X] cannot use the system - see Admin CP
-Multiple reputation changes were available, even if time limit was set - fixedSeparated 'No reputation' from 'Zero reputation' - no reputation means no reputation changes ( stats showing 'none' ), zero reputation means positive rep changes equal negative rep changes ( stats showing '0' ).
