Those aren't tabs, but rather just links. If you'd like change the links, open up your navbar template and remove/add the links you'd like in the appropriate place.

You could put the Rules in your FAQ, or make a separate page for them (see this article - How to create your own vBulletin-powered page! (uses vB templates)).
