how can i add a new tab that says rules

i want it to replace calender and i also need to know where to go to type in the rules

Those aren't tabs, but rather just links. If you'd like change the links, open up your navbar template and remove/add the links you'd like in the appropriate place.

You could put the Rules in your FAQ, or make a separate page for them (see this article - How to create your own vBulletin-powered page! (uses vB templates)).

yes i know that but i want that separte page to be a link at the top and thats to only way to get to it

that means you did not read that article carefully

1. create test.php as described in the tutorial and save it at the forums root (do not forget to create the template as well from within admincp)
2. to get it to your site, simply create a LINK to it at the desired location..
