I also have WOL excluded for guests.
When I browse my forums as a guest, I get a "Not logged in" message when opening the Who's online page. Works as designed.

If it doesn't work for you, than maybe another hack on your board is interfering with the correct use of the usergroup permissions. Note, that's just one of the possibilities
