Unfurtunally i'm not familiar with mod security.

Did some research. Correct me if I'm wrong but it is a firewall based on rulesets that the webhost can install on demand of the client.

Have you tried contacting your webhost and asked him about the rulesets?
Or mayby ask to disable it temporary to do the edits unless you can disable it from your cpanel?
