Try disabling your modifications/plugins and see if you still have this problem.
Note: To temporarily disable the plugin system, edit includes/config.php and add this line right under <?php PHP Code:

Link please? And, did you check Forum Permissions and make sure the permissions weren't changed at the Forum level for Unregistered Users?

I answered this question in your thread on vbulletin.com. You need to check the Channel Permissions for the Blogs (that is a blog page, not a forum page).
