Yes, it probably will. What a few people are asking for is the ability to have private clubs that only they control. Who knows what they will do there. We know they won't actually attract any new members for your forum, because they don't want any guests (or members) to be able to see what they're up to. A bigger issue - how are you planning to verify the people that
claim to control these regional clubs really do?
