Well, when I do the search I described above I find the forum_rules_registration phrase (among other results) and the text starts "Registration to this forum is free!...". Is that the text you're talking about? If not, then I guess I misunderstood.

If it is: then I can click on the "Edit" button that appears to the right and it brings me to a screen where I'm able to edit that text and save it. If you can't, then I suppose it's possible that there's something different about your setup.

BTW, I'm not an expert about this stuff, I just thought I knew the answer to your question.
