How Do You Keep Banned Members Banned?

Speysider's mod is too easy to get around because the intuition of how to get around it is directly built in to get around it.

I also don't recommend banning by IP. Not in 2010. It's a waste of time.

I recommend https://vborg.vbsupport.ru/showthread.php?t=207966 or any variation of it.

Upon registration, vBulletin will search for all the users who have used the IP that the current person registering is currently using.
It will then check if any of those users are in the BANNED usergroup.

If there are no user matches, or if no user matches are in the banned group then the plugin will continue to check for set cookies which belong to banned users.

Works great because it's a more covert way to keep track of ban evaders. I have it make a new thread in a Moderator-only "Ban Evaders" subforum when it detects an evader.
