Really? The only ones I've tried have said something like "This mod can only be used between 3.6.0 - 3.6.9".

You should set your signature as a global announcement or get lots of people to put it in their signatutes.
When they first implemented the system to put in mod versions, it caused problems because people limited the versions. But, you can edit the xml file to get rid of that (or maybe ignore it on upload?). I've actually never come across that problem, so I have no personal experience with it.
