Prevent Duplicate / Multiple threads

Hello,
our members are posting same threads on different categories for 3-4 times.This leads to multiple threads in the forum as you may guess.
I have not been able to find a double thread setting in vbulletin.
There is a time limit between posts but no settings for threads.

Do you know any plugin or any settings inside vbulletin to solve this issue ?
