how to enable notice for Users Awaiting Moderation

i want to enable the notice for COPPA Users Awaiting Moderation,
i mean, when they browse my forum when user is currently in COPPA uergroup,
there is notification on board for him/her.

its look like this

how to enable this notice? please help. thanks.
