is it allowed to remove powered by Vbulletin from footer

I wonder i read smtg to delete powered by vbulletin writeup on the title area i wonder there seems there is two copyrights at vb 4.0 can we remove one like we can remove title?
see Powered by vBulletin Version 4.0.0 (can we remove this line or pay money for it?)
