anything like this? Banning users?

I am currently having this problem on my site, to where lil kids wont stop signing on, I keep banning their names and yet they keep makin a new one everytime... is there any way to keep them off my site for good??? please someone help me... I noticed also that Their ip addresses change all the time... how can i just make them go away??? Thanks!
