Your safest bet would be to install XAMP or some other tool that allows you to setup a webserver on your PC, it's easy-to-setup and you just have to move your vBulletin files to /www/ folder. However, if you still want to use your webhost, like everybody else said, you should have a password-protected directory for your test vBulletin forum.
