vbulletin support figured out my prob. i had ssl certs with my old host consequently all of my pages began with https. i don't have ssl certs yet on my new host so i had to switch all of my pages to http. however AdminCP -> Settings -> Options -> Site Name / URL / Contact Details -> Core URL still had https at the beginning. switched that to http and my admincp now has graphics. thank all of you for your help.
