members viewing threads in restricted area

Have you given them a specific link to look at and see if they can see it? Have you tried creating a test user that is in the same usergroups as these members and seeing if you can see those forums?

And there is a difference between hidden and restricted. Hidden means if you have the url, you can find it. Restricted means you need permission to be in it.
