No it does not break Google's TOC

Have a look at Google's official insideAdsense Ricardo Prada YouTube Video and go specifically to the 0:58 time in that video he said "think about providing advertisements as way of giving people a potential exit path who likely would have left your website anyway".

Also if having an ad at a log out page is breaking Google's TOC then a built-in feature of vb should be removed, which is the ability to put AdSense in the header!

So if you we cleared this matter my question is still valid
How do I go about putting my AdSense code in the log out page right below that cookies cleared message?
