Yes... Promotions would work.
BUT: More usegroups = more cluttering. I'll see if this can be easily done and then I'll release it as a hack

Adding a simple snippet of code in a hook to forumdisplay.php requiring certain rep power combined with a snippet of code in another hook to admin/forum.php to control the rep power needed for that forum should be sufficient without needing usergroups or promotions

(of course, if there is any forum permission check at all... which I'll have to find out)
