Yes... Promotions would work.
BUT: More usegroups = more cluttering. I'll see if this can be easily done and then I'll release it as a hack :)

Adding a simple snippet of code in a hook to forumdisplay.php requiring certain rep power combined with a snippet of code in another hook to admin/forum.php to control the rep power needed for that forum should be sufficient without needing usergroups or promotions :)
