How can I disable attachements from all or specific forums?

This is a per-usergroup setting, you need to select which usergroups can post attachments and can download them.

Ok I see.

After I create a usergroup.... how do I add a user to that group?

In the admin cp, under users click find and serach for that user, click edit and then you will see a drop down box on that page with a list of usersgroups
