How to show thread title mouseover text?

How to show thread title mouseover text on the homepage when someone is NOT LOGGED IN ?

when I'm logged I see the mouseover text "Go to first unread post in thread...etc etc"
when I'm logged out I see nothing.

On other forums this mouseover text still shows even if I'm logged out, how is this done?

The same goes for the actual sub-forum thread content, when I'm logged in I get a preview snippet of the first 4 lines or so, when logged out - nothing

Any help appreciated (again)
