Default A MOD that makes it so people who have invalid email addresses...
can not view the forum until they confirm their address. they will be greeted with a message until they do...

part 2 to this would be...
automatically deleting new users who after x days havent confirmed their email.

i think this is needed b/c bad emails bounce....which i dont think is good.
